What are these OSCAR forms?
What does OSCAR stand for?

i only ask because i was surfing the SCA Laurel Sovereign of Arms Online
System for Commentary and Response page 
the link to it is:

i was looking at Northshield LoI dated 2007-04-06.
the link to that is: http://oscar.sca.org/index.php?action=100&loi=168

in my submissons, items 3 and 4 on the above links it talks above, OSCAR
and OSCAR forms.

I am just wondering what this means.
