That person may still be active.  (Unlikely, but not impossible.)  You
may be able to track them down and get permission to conflict.

Check the O&A http://oanda.sca.org/  to find the kingdom it was
registered via, and see if anybody there has any idea where to find
the person who registered it.

Unlikely, but possible.
