These people are not, in general, submitting order names, though.
Only groups with ruling nobles can register award and order names,
and hopefully the heralds for those groups are either on their
kingdom heraldry mailing list, or have enough of a clue to ask
someone for help.

Which parts are confusing?  Please collect them, and your suggestions
for clarification, and send them to Juliana de Luna, Palimpsest Herald,
who is working on updating both the Admin Handbook and the rules.
