[NS-Heralds] January ILoI is ready

Greetings all,

Although it still lacks one scan of being complete, the January, 2008
Internal Letter of Intent is essentially ready for commentary. I will
have the last scan in place late tonight.

As a Head's up to Commenters: There are several items that look like
they should be returned for re-draw but don't seem to have any other
bars to registration; I will contact those submitters and see if we
can't get the drawing issues resolved so that the items can go to
external commentary with the rest of the letter. These items may get new
emblazons during the comment period.
