[NS-Heralds] Heraldic Submission - Device - questions

Greetings Northshield Heralds,

I received a letter from the Isendun Herald regarding my device submission.

Essentially, the device I submitted conflicts with the reblazoned badge 
for Tournaments Illuminated.

I have two questions.

1. Who would you suggest I contact about getting permission to conflict 
with the Tournaments Illuminated badge (SCA-Chronicler's Office, since 
that is who the badge is registered to)?


2. The device I submitted was: Per saltire gules and azure, in chief a 
demi-sun issuant from the line of division OR.

The Tournaments Illuminated reblazoned badge is: Per saltire gules and 
azure, in pale two demi-suns issuant from the line of division and in 
fess two spears issuant from the flanks, points conjoined OR.

Should I not be successful in my quest to receive permission to 
conflict, would changing my device submission so that the demi-sun is 
issuant from the base (or whatever the proper term is, help in blazoning 
much appreciated), be enough different from everything else that's out 
there to pass?
