[NS-Heralds] Order names: based on "significant personage"

See the August 2005 cover letter...one of the meta catagories of order
names is:
Orders whose name contains the given name of their founder or the
secular person for whom the order is named.
So...yes. It would probably require something like "Order of John the
Bearkiller of Northshield" to get out of a conflict issue, and may
require a letter of permission if you were getting that exact, but an
"Order of Sigfried of Northshield" should be doable.
