I too found no conflict, although I would quibble slightly with your count.  

1 CD for no goutty, 

1 CD for change in type of chief (from plain to invected) 

and 1 CD for either: a) changing the type, color & number of tertiaries (via RfS X.4,j.i) or 
 b) changing the type of all tertiaries in a single charge group in simple armory (via X.4.j.ii) 
In either case, "No more than one clear difference can be obtained from changes to the same group of charges on other charges." (X.4.j)

The closest I've found is Sterlynge Vayle, Shire of The following device associated with this name was registered in January of 1985 (via the East): Azure goutty d'eau, a dragon passant Or, on a chief invected argent, a laurel wreath vert. 1 CD for the lack of goutty, 1 CD for plain lined chief, 1 CD for roses instead of wreath, 1 CD for colors of roses instead of wreath.

Does anyone find anything closer before I give her the green light to submit this? Thanks! An
